I agree it is similar to a dragon but with closed inspection I am pretty sure that this is a pheonix with a very long neck. Feathers over the whole body, clawed bird feet and beak are things a dragon doesn't posses (the common european wyverns and hexagonal ones atleast).
The neck is weird, and irritating but well, some artists only care about if it looks good and not if it is a roter mythical creature ^^
